The purpose of the present invention is to provide a structure-manufacturing device and method with which reductions in structure release and material utilization efficiency can be limited even when forming structures with particles recovered from the structure-forming chamber. The present invention provides a structure-manufacturing device characterized in being provided with: an aerosol-generator for dispersing solid particles in a gas; a structure-forming chamber connected to the aerosol generator; a particle recovery device for recovering solid particles that were dispersed into the structure-forming chamber; and a crystallinity-restoring unit, which is connected to the aerosol generator and the particle recovery device and is for restoring the crystallinity of the solid particles recovered by the particle recovery device.
