The device (1) has a heating element (11) suspended from a rectangular frame (2), and two contacts (17) attached to the heating element that is made of a flexible textile, which wears carbon nano-tubes. The carbon nano-tubes are more stimulated by creation of electric voltage to the contacts for an infrared-emission. The flexible textile is made of a glass fiber at which the carbon nano-tubes are taken up from a dispersion. The heating element comprises a water-repelling and electrical isolating protecting layer i.e. thermoplastic resin such as polyvinyl chloride.
