PROBLEM TO BE SOLVED: To provide a document illuminating device capable of appropriately suppressing an increase in temperature of light emitting elements, an image reading device, and an image forming apparatus.SOLUTION: A document illuminating device such as a first traveling body 39 includes: a light irradiation body 37 that includes light emitting elements such as LEDs 901 irradiating with light a document surface of a document placed on a plate-like transparent member such as a contact glass 35; and a traveling member such as a base member 110 that moves in a sub scanning direction along the document surface while holding the light irradiation body 37. The traveling body is formed of metal so as to dissipate heat of the light emitting elements.
