PROBLEM TO BE SOLVED: To automatically register an encryption key with apparatus control units of a vehicle before delivering the vehicle.SOLUTION: When vehicle state determination means 4h determines that a vehicle is in a state before delivery, encryption key registration means 4i registers an encryption key with ECU 7, 8 and 9 of the vehicle.
