PROBLEM TO BE SOLVED: To simplify a wiring pattern.SOLUTION: A design device 100 creates, for each external terminal, second information da2 including a combination of: the area information indicating the area including the external terminal, of a plurality of areas T1-T3 obtained by dividing a predetermined area (area) in a circuit by a predetermined unit; positional information indicating a relative position of the external terminal in the area including the external terminal; and network information indicating a signal line connected to the external terminal extracted from a network list (list). The design device 100 classifies each external terminal into one of a plurality of groups so that external terminals for which the areas indicated by the area information in the second information da2 are the same are classified into different groups and external terminals for which the signal lines indicated by the network information in the second information da2 are the same are classified into the same group.
