PROBLEM TO BE SOLVED: To provide an alarm management device for rapidly identifying a failure occurrence location.SOLUTION: An alarm management device comprises: a reception unit 311 for receiving an alarm which is an alarm reported in association with a failure detected by each of a plurality of NEs and includes identification information according to an alarm type; an alarm situation confirmation unit 312 for confirming an occurrence situation for each alarm type on the basis of the identification information when the alarm is received by the reception unit 311; and a discard control unit 361 for making at least one of a plurality of OpenFlow switches for transferring an alarm reported from each of the plurality of NEs to the reception unit 311 discard, by identification information unit, a specific alarm reported from an NE except an NE adjacent to a failure occurrence location of alarms of respective types in the occurence situation confirmed by the alarm situation confirmation unit 312, through an OpenFlow controller 500 for controlling the plurality of OpenFlow switches.
