PURPOSE: A cooling system stability ensuring apparatus is provided to obtain a fail-safety function regardless of the operation of a controller, and to obtain reliability to fail-safety. CONSTITUTION: A cooling system stability ensuring apparatus comprises a flux control valve(4). The flux control valve is installed in a loop for cooling water, surrounding a fuel cell stack(1), opens and rotates a channel for the cooling water which is connected to a radiator(3) and a pump for cooling water, and the fuel cell stack, according to a rotary angle, and uses accumulated elasticity as power for a fail-safety which solves an error state of controller for blocking power supply or control.
