The present invention comprises an environment monitoring unit which monitors a communications environment between a source node and a destination node forming a micro-server; and a migration policy management unit which analyzes communications environment information obtained from the environment monitoring unit and determines a migration method for migrating software executed in the source node to the destination node according to the analyzed result.
