[ PROBLEM TO BE SOLVED ] To avoid false detection of an unintended touch operation of a user by limiting touch operation detection at the edges of a touch panel that is included in a portable information terminal depending on a usage state. [ SOLUTION ] Coordinate acquiring means 11 acquires coordinates on which a touch operation is performed, from the touch panel 10-2. Judgment means 12 judges whether or not the touch operation to the touch panel 10-2 is a touch operation to an edge area of the touch panel 10-2, based on the acquired coordinates. Usage state judgment means 13 judges that the usage state by the touch operation when it is judged that the touch operation is the touch operation to the edge area of the touch panel 10-2. Touch operation control means 14 limits the touch operation to the edge area of the touch panel 10-2 based on the usage state that is judged by the usage state judgment means 13.
