1. An apparatus usable in an image encoding and decoding system, comprising:
a converting unit to convert a first image of a first resolution into a second image of a second resolution lower than the first resolution; a segmentation unit to divide the second image into blocks and segment the second image to generate a binary mask layer having a foreground and a background; and a refining unit to use the first image to convert the segmented second image into a segmented third image having a third resolution higher than the second resolution, wherein the third resolution is the same as the first resolution.
