PURPOSE: A dual mode terminal supporting a heterogeneous network access, a network device, and an operating method thereof are provided to enable a user to select a network by using service quality based on a service charge. CONSTITUTION: An interface(203) receives first network information and second network information from a first network device and a second network device in response to network information request. A selecting unit(205) selects one network device based on the first network information and the second network information. A processing unit(207) transmits a call access request to the selected network device and controls communication with the selected network device according to the call access in the selected network device. |
