An apparatus for controlling traffic comprises a communications unit which receives a packet corresponding to a terminal; a service confirming unit which confirms service corresponding to the packet by analyzing the packet; a type checking unit which checks the type of the terminal by analyzing the packet; a policy storage unit which stores policy information in accordance with any one of the types of the terminal and service; and a traffic control which controls the transmission rate of the packet corresponding to the service according to the policy information.
