Provided are a method and apparatus for transmitting and receiving measurement setting information. The method includes the steps of: receiving the measurement setting information determined based on a new carrier type (NCT) cell information composed of an NCT carrier; transmitting RRC connection resetting including the measurement setting information to set the NCT measurement, to a terminal; and receiving a measurement report including the measurement result of the terminal, from the terminal.
