The present invention relates to a safety valve using a spring and a damper, including a housing having open top and bottom, and a plurality of gas discharging holes on the side; an openable unit built inside the housing to be slid and to open and close the gas discharging holes; and an elastic unit fixated on top of the housing to be pressurized by the openable unit and compressed within a predetermined elastic range, when gas having a pressure higher than a predetermined level flows into the housing. The manufacturing and processing cost less, and the time consumed for the maintenance of the safety valve can be saved, while also reducing the noise and vibrations generated during the opening and closing of the openable plate.
