The turbine e.g. Kaplan turbine, has a hub that is movable in rotation around an axis. A set of blades (202) is mounted on the hub, where each blade is movable in rotation around an axis (X3) that is not in parallel with the axis of rotation of the hub. Each blade is equipped with a plate (206) for coupling to the hub. Each plate is provided with a front (208) and a back (210) extending between a leading edge (212) and a trailing edge (214). One blade of the turbine includes a lip (222) that extends along a section (217) on a side from the back. An independent claim is also included for an installation of hydraulic transformation of mechanical energy or electrical energy.
