The present invention relates to double-layer composite metal powder and a method for manufacturing a soft magnetic core using the composite metal powder. Provided in an embodiment of the present invention is double-layer composite metal powder including: iron (Fe) based powder; an insulation layer formed on the surface of the iron (Fe) powder; and a wax coating layer for lubrication formed on the insulation layer.
