Disclosed are a power transfer switch, which can stably convert power, and a power system having the same. The power transfer switch selects one of emergency power provided through a line R1, a line S1, a line T1, and a line N1 and external power provided through a line R2, a line S2, a line T2, and a line N2 to provide the selected power to a first emergency load having a line R3, a line S3, a line T3, and a line N3. The power transfer switch comprises a neutral line switch unit, a three-phase line switch unit, and a switch control unit. The neutral line switch unit electrically connects the line N1 to the line N2. The three-phase line switch unit electrically connects at least one of the line R1, the line S1, the line T1, the line R2, the line S2, and the line T2 to the line R3, the line S3, and the line T3. The switch control unit controls the neutral line switch unit and the three-phase line switch unit. The three-phase line switch unit includes a mechanical switch, a first semiconductor switch, and a second semiconductor switch. The mechanical switch electrically connects at least one of the line R1, the line S1, the line T1, the line R2, the line S2, and the line T2 to the line R3, the line S3, and the line T3. The first semiconductor switch electrically connects the line R1, the line S1, and the line T1 to the line R3, the line S3, and the line T3, respectively.
