Disclosed are an illegal parking and stopping enforcement system and a method thereof. The illegal parking and stopping enforcement system of the present invention sets a separate preliminary zone except for a non-parking and stopping area, and extracts a license number plate of the corresponding vehicle from an image photographed in the preliminary zone in advance even when it is difficult to recognize the license number plate as a vehicle parked in the non-parking and stopping area is parked between previously parked vehicles. Therefore, the present invention can easily generate enforcement information. |
