PROBLEM TO BE SOLVED: To provide a developing device and the like capable of effectively preventing accumulation of developer around a blade in a casing with a simple configuration.SOLUTION: The present invention is a developing device having a magnetic roller 32 and a developing roller 33 (developer carrier) supplying developer to a photoreceptor drum 9 in an opposing area S to the photoreceptor drum 9, and a napping blade 34 that regulates the amount of developer carried on the developer carrier. The developing device comprises: a sheet member 38 that is arranged between the developer carrier and the napping blade 34 to receive a developer dropping from the developer carrier toward the napping blade 34; a support member 37 that supports the sheet member 38; and a vibration providing device 39 that provides vibration to the sheet member 38. The sheet member 38 can be expanded and contracted and has flexibility, and is stretched over the support member 37.
