In order to compensate for frequency errors, even when a new carrier is introduced, the present invention is provided with: a configuration unit that is capable of configuring a first carrier type subframe wherein cell-specific reference signals are disposed at a prescribed density, and a second carrier type subframe wherein cell-specific reference signals are disposed at a lower density than that of the first carrier type subframe; a generation unit that generates at least a synchronization signal used for frequency synchronization when the second carrier type subframe is configured; and a transmission unit that transmits association information, which associates the synchronization signal and other downlink signals transmitted in the second carrier type subframe.
