PROBLEM TO BE SOLVED: To provide a method for coacervation induced liposomal encapsulation and a formulation thereof.SOLUTION: The present invention results from the realization that lipid based active agent formulations with low L/A ratios are achieved by preparing them using coacervation techniques. The present invention relates to a method of preparing a liposomal formulation of an active agent comprising varying a reaction parameter to form a coacervate which yields liposomal formulations of unusually high active agent (drug) to lipid ratios.
