The present invention relates to a horizontal soil stratum sampling device capable of easily collecting and discharging a horizontal soil stratum. The horizontal soil stratum sampling device comprises a rectangular outer body part horizontally inserted in the vertical cross section of the vertically laminated soil stratum; a rectangular inner body part separated from the rectangular outer body part at a predetermined gap, coupled to the rectangular outer body part to be separated, and having an internal storage space for storing the horizontal soil stratum; a blocking part positioned in one separated space between one surface of the rectangular outer body part and one surface of the rectangular inner body part to be vertically moved; a string part connected to the lower part of the blocking part, and protruding to the upper part of the other separated space while being extended to the other separated space between the other surface of the rectangular outer body part and the other surface of the rectangular inner body part; a soil stratum cutting part mounted on the bottom of the rectangular outer body part, and having driving members arranged on the bottom of the rectangular outer body part so that a cutting member can be driven to cut the horizontal soil stratum; and an auger part having one end connected to the driving members and the other end on which auger members rotated by the driving members are arranged, and protruding from the bottom of the rectangular outer body part. The rectangular inner body part is formed by coupling an upper body part having both ends bent downward to make the lateral surfaces and a lower body part having both ends bent upward to make the lateral surfaces.
