Network Node and Method to adjust user association in HetNets

A network node method, a computer program product and a network node are disclosed. The network node method comprises: providing a first indication of a first cell performance and a second indication of a second cell performance; determining from the first and second indications whether the first cell performance differs from the second cell performance; and if the first cell performance differs from the second cell performance, then adjusting a bias for at least one of the first cell and the second cell to adjust a user equipment association with that cell. Accordingly, a decentralization bias adaption approach is provided by suggesting the bias for a cell based on its performance compared to another cell. This enables the bias to be set by each base station individually based on its comparative performance with other cells. This enables the bias to be adjusted dynamically, based on the actual performance of the cells under different operating conditions, without the need for a complicated and centralized control of user association. Instead, a base station typically only needs to be able to determine the performance of its cell compared to that of a cell of another base station in order to make an assessment of whether a bias adjustment for that cell is necessary.
