The present invention relates to a retaining wall frame for constructing an eco-friendly retaining wall and a method for constructing a vegetation retaining wall using the same, capable of maintaining a nature-friendly, eco-friendly, and stable slope structure instead of a concrete retaining block which visually looks like a dry and heavy structure. The retaining wall comprises: a first surface body having multiple mounting racks which are arranged in parallel to each other and multiple connecting rods to connect the neighboring mounting racks; a second surface body having an erected rack which is fixed to be erected on one end of the mounting rack and multiple connecting rods to connect the neighboring erected rack; a cover which is made of an air and water-permeable material to cover the second surface body; a support having both ends which are fixed on the first surface body and the second surface body,respectively so that the posture of the erected second surface body can be maintained; a water supply pipe which is connected to the mounting racks and has a U-shaped cross-section filled with aggregate to form an air gap; and a water-permeable cover to cover the upper surfaces of the water supply pipe.
