<P>PROBLEM TO BE SOLVED: To provide a polarizing plate with a conductive layer containing a conductive fiver which is excellent in conductivity, transparency and flexibility without deterioration, and a display device with touch panel function which has the polarizing plate and is capable of reducing weight and thickness by reducing the number of components. <P>SOLUTION: A polarizing plate has a polarizing layer and a cellulose layer containing at least cellulose on the both side of the polarizing layer and has a conductive layer containing at least a conductive fiber on at least one surface of the cellulose layer.
