Disclosed is a pharmaceutical composition for regulating cytokine associated with inflammatory responses, comprising CD31-ITIM polypeptide or nucleic acids encoding the same. According to the present invention, the composition can be effectively used to prevent or treat various diseases associated with chronic inflammation or immune diseases including autoimmune diseases by controlling the release of anti-inflammatory cytokine and/or inflammatory cytokine.
