<p><P>PROBLEM TO BE SOLVED: To provide a developing device which supplies a developer container with a new developer, discharges an excess developer and, even when a rotating speed of a stirring member is changed, stabilizes the amount of a developer in the developer container, and an image forming apparatus including the same. <P>SOLUTION: A developing device 2 supplies a developer including a magnetic carrier from a developer supply port 22g to the interior of a developer container 22, and discharges an excess developer stored inside the developer container 22 from a developer discharge port 22h. A predetermined space K is formed between a side face 22k of the developer container 22 in which the developer discharge port 22h is provided, and an inverse helical blade 52.
