The present invention relates to a releasable coating agent composition which effectively removes contaminants from the inner wall surface of a nuclear facility or the surface of an apparatus used in the nuclear facility. The releasable coating agent composition comprises polyvinyl alcohol, water, and an ethylhexyl acrylic emulsion. The prevent invention can have an effect of optimizing adhesion of radioactive surface contaminants and decontamination by using the releasable coating agent.
