The present invention relates to a biological membrane penetrating carrier which includes a biological membrane penetrating INO-AG-PTD peptide or a mutant thereof; a biological membrane penetrating complex which is formed by combining a target material with the biological membrane penetrating peptides; a transfection kit which includes the biological membrane penetrating peptides and the target material; a medical use of the biological membrane penetrating complex; and a method for delivering the target material to a cell by including a step of introducing the biological membrane penetrating complex to a cell by injecting the biological membrane penetrating complex into the target material. The biological membrane penetrating peptide of the present invention can be usefully used as a drug delivery system since the biological membrane penetrating peptide can be used not only in various research fields of a cell but also for the treatment purpose of a specific disease which needs a drug to be delivered at high efficiency by having excellent cell membrane penetration efficiency.
