PROBLEM TO BE SOLVED: To solve problems that at present, electric power circumstances in Japan are affected by the stoppage of nuclear power plants after the earthquake disaster, and by cost increase of fuels such as coal, petroleum or natural gas of fuels for thermal power generation that are made to soar due to an increased demand and a low yen rate of money order, so that the management of electric companies is greatly compressed in a current state, particularly, concerning a nuclear power plant, the re-operation is in a troubled situation due to a dissenting opinion against a nucleus or a safety problem to the nucleus, and also there are many opinions about reactor decommissioning, however, even if performing the reactor decommissioning, the requirements for enormous costs are concerned about.SOLUTION: To solve these problems, fuels 9 such as coal, petroleum or natural gas are replaced with electric heaters 12, in a thermal power plant in selection Fig. 1.
