The present invention relates to a sound absorbing and insulating material for a vehicle. The sound absorbing and insulating material comprises an adhesive resin layer (20) interposed between and integrated with an outer layer (10) and a sound absorbing layer (30). The outer layer (10) has a protrusion (15) that protrudes further downward than a lower surface (10a) of the outer layer (10). The outer layer (10), the sound absorbing layer (30), and the adhesive resin layer (20) which is supplied at a molten state to the gap between the lower surface of the outer layer (10) and the sound absorbing layer (30) are pressed and integrated by a rotating upper roller (R1) and a rotating lower roller (R2). The protrusion (15) of the outer layer (10) is protruded toward the upper surface of the sound absorbing layer (30) while the outer layer (10), the sound absorbing layer (30) and the adhesive resin layer (20) are integrated by the pressing operation of the upper roller (R1) and the lower roller (R2), thus enabling the protrusion (15) to move the adhesive resin layer (20) at a molten state to the outer surface of the protrusion (15). The adhesive resin layer (20) in the portion with the protrusion (15) is thinner than that in the portion without the protrusion (15), and a space that enables gas permeation is formed while the protrusion (15) and the sound absorbing layer (30) are restored from a thermoplastic state to thus achieve gas permeation properties.
