PROBLEM TO BE SOLVED: To avoid a collision of mobile stations to which an identical C-RNTI is assigned while avoiding an exhaustion problem of the C-RNTI in a phantom cell, with a simple implementation.SOLUTION: A radio base station eNB of the present invention includes an assignment section 11 that is so configured as to be able to assign a plurality of C-RNTIs to each of mobile stations UE#1 to UE#4. The assignment section 11 is configured to adjust so that search spaces that assign resources for PDCCH do not collide among the plurality of mobile stations UE#1 to UE#4.
