A propulsion device for a ship and a ship having the same are disclosed. The propulsion device for a ship according to an embodiment of the present invention comprises: a rear propeller fixed to a rotary shaft; a front propeller which is supported to the rotary shaft in front of the rear propeller to be rotated; and a counter rotating device which reverses the rotation of the rotary shaft and transfers the reversed rotation to the front propeller. The counter rotating device comprises: a gear box received in an installation space formed in the rear end of a hull; a drive bevel gear which is installed in the rotary shaft inside of the gear box; a driven bevel gear which is supported to the rotary shaft inside of the gear box to be rotated; one or more reverse bevel gears which reverse the rotation of the drive bevel gear and transfer the reversed rotation to the driven bevel gear; and a front connecting member which connects the rotary shaft and the drive bevel gear to each other and is coupled to the rotary shaft through a spline connecting part for allowing axial displacement.
