PROBLEM TO BE SOLVED: To provide a method for issuing an instruction to report a buffer status at a user device that allows a wireless base station to know in real time the amount of buffered data.SOLUTION: A method for issuing an instruction to report a buffer status comprises: a wireless base station setting a condition to cause a user device to trigger a buffer status report; the wireless base station transmitting a buffer status report trigger instruction to the user device if the condition is satisfied; and the wireless base station receiving from the user device, a buffer status report responsive to the buffer status report trigger instruction.
