PROBLEM TO BE SOLVED: To provide a panel body capable of easily improving prevention of intrusion of refuse and dust and crime prevention, and to provide a shutter apparatus comprising the same.SOLUTION: A panel body includes: a closing part that closes a part of a visible area partitioned by a plurality of pipe bodies; a first locking part that is provided on the rear side of the closing part and locked around an axis of one pipe body adjacent along an opening/closing direction; and a second locking part that is provided on the rear side of the closing part and locked around an axis of the other pipe body adjacent along the opening/closing direction.
