PROBLEM TO BE SOLVED: To provide a packet exchange device for enhancing the throughput effectively, and to provide a transmitter, and a packet scheduling method.SOLUTION: A packet exchange device includes a plurality of queues storing one or more packet, a scheduler section for giving a certain read allowance to each of the plurality of queues, and a read processing section for reading out, from the plurality of queues, the one or more packet by consuming the read allowance in an order satisfying the read conditions about the read allowance of each queue and the data amount of the one or more packet stored in each queue. |
