[Solution] This content server is provided with: a recording unit that records a first segment index file that stores access information, which is for accessing each of a plurality of sub-segments configuring each unit of encoded data obtained by encoding the same content at differing bit rates, and quality information, which is for each of the plurality of sub-segments; and a communication unit that transmits the first segment index file to a client device, and transmits a sub-segment of the encoded data selected on the basis of the first segment index file by the client device.
