PROBLEM TO BE SOLVED: To issue authority safely from a server, by avoiding the management load or leakage risk of a password.SOLUTION: A second information terminal 20 includes means for generating a first response by encrypting a first challenge received from an authority issuing server 30. A first information terminal 10 includes means for encrypting the first response and generating a second response by considering the first response received from the second information terminal 20 as a second challenge. An authority issuing server 30 has means for decrypting and verifying the first response received from the second information terminal 20, and the second response received from the first information terminal via the second information terminal, respectively, and transmitting a slave ID to the second information terminal 20 when verification is successful.
