PROBLEM TO BE SOLVED: To provide a battery monitoring system and a battery monitoring device that are capable of stopping operations of first voltage generation means and second voltage generation means for saving power in a power saving mode, and a starting method of the battery monitoring system.SOLUTION: The battery monitoring device includes start circuits 40, 60 for controlling the starting of a regulator 30. The start circuit 40 and the start circuit 60 include: a start circuit 40A for outputting a power-up signal of L level for starting the regulator 30 depending on a start signal INT inputted from an MCU 16 of a control circuit unit 14; and a start circuit 40B or a start circuit 40C that outputs the power-up signal of the L level for starting the regulator 30 depending on a voltage potential VDD generated by the regulator 30 of an upper or lower (one started earlier than the other) battery monitor IC 20. |
