PROBLEM TO BE SOLVED: To relax the deviation in energy saving level among a plurality of control target areas.SOLUTION: A system controller 1 includes: a data storage unit 40; and a control unit 50. The data storage unit 40 stores therein ordinary group information 420 including information on a plurality of ordinary groups into which indoor units operation-controlled with the same content are classified during normal control time. An energy saving group generation unit 52 of the control unit 50 classifies the indoor units according to predetermined conditions resulting from installation locations of the respective indoor units to generate a plurality of energy saving groups different from any of the ordinary groups. An energy saving control unit 53 of the control unit 50 sequentially selects one energy saving group from among the energy saving groups, and executes a predetermined energy saving control to one or a plurality of indoor units belonging to each selected energy saving group during energy saving control time.
