PROBLEM TO BE SOLVED: To provide a video transmission system and a video transmission method which can save the internetwork bandwidth when transmitting a video.SOLUTION: A video transmission system comprises: a frame acquisition module for acquiring one frame video by order; a speed recording module for acquiring the time required for acquiring one frame video; a coding module for determining whether or not a frame video is discarded by the parameters of the time required for acquiring one frame video and the processing time of a preceding frame video or a plurality of frame videos, and coding the frame video if the frame video is not discarded; and a communication module for transmitting a frame video to a client.
