PROBLEM TO BE SOLVED: To prevent image quality deterioration of a picture to be encoded after detection of underflow of a decoding side buffer.SOLUTION: A video encoding control method for controlling the encoding of an input video signal includes the steps of: detecting an underflow of a decoding side buffer; calculating a period for suppressing the amount of generated codes from a threshold of decoding side buffer occupancy amount given preciously and an encoding bit rate, when the underflow of the decoding side buffer is detected; and controlling to suppress the amount of generated codes of a picture to be encoded continuously, by skipping or encoding the picture to be encoded with minimum amount of generated codes.
