The present invention provides a transparent electrode including a nano-material layer with a low surface resistance, high light transparency, and high flexibility. According to an embodiment of the present invention, a transparent electrode includes: a transparent substrate; a graphene laid on the transparent substrate; and a nano-material layer contacting the graphene layer containing nano-materials overlapping one another to form a network, the nano-material layer having a lower surface resistance than the graphene layer.
