The objective of the present invention is, without unnecessarily wasting or destroying a recording area of an optical information recording medium which is hologram recording material, to avoid medium destruction by way of erroneous handling of media. The present invention is characterized in being an optical information recording and playback device which records once, records data as a hologram upon an optical information recording medium which is capable of a plurality of counts of playback, and plays back data from the optical information recording medium, the device being provided with a laser source which emits a beam, a seek operation verification unit which verifies that a seek operation has completed, and a light emission control unit which controls irradiating the beam upon the optical information recording medium; wherein the light emission control unit mounts the optical information recording medium onto the optical information recording and playback device, and then controls irradiation of the beam so that the area initially irradiated by a playback wavelength or a recording wavelength by the optical information recording and playback device is a predetermined area of the optical information recording medium, and the predetermined area is an area capable of recording data.
