PROBLEM TO BE SOLVED: To provide a transmission device capable of controlling the number of receiving devices for displaying a message.SOLUTION: A transmission device 1 comprises: individual key-related information generation means 12 for generating individual key-related information specific to a receiving device by encrypting a work key; common key-related information generation means 11 for generating common key-related information common to receiving devices by encrypting a scramble key with the work key; message identification information generation means 14 for generating message identification information by correlating a message text identifier for specifying message text to be displayed on a specific receiving device and an identifier specific to a receiving device with each other; and message text information generation means 13 for generating message text information by correlating message text and the message text identifier with each other. This transmission device 1 is characterized in that the common key-related information generation means 11 adds, to the common key-related information, a condition for a message to be displayed. |
