PROBLEM TO BE SOLVED: To provide an internal combustion engine cooling system and an internal combustion engine cooling method capable of promoting warming-up operation of an internal combustion engine, reducing a drive loss of a pump driven by the internal combustion engine, and improving fuel consumption of the internal combustion engine without reducing an exhaust gas cooling effect in an EGR cooler.SOLUTION: An ECU 14 includes: first drive loss reduction means M1 for stopping a water pump 4 by an electromagnetic clutch 12 if a temperature T1 of cooling water in an EGR cooler 7 does not exceed a boiling determination value A and a temperature T2 of cooling water in an engine 2 does not exceed a warming-up determination value B; and second drive loss reduction means M2 for closing a shutoff valve 13 and reducing a flow volume of cooling water flowing in a main cooling path 10 if the temperature T2 does not exceed the warming-up determination value B. |
