PROBLEM TO BE SOLVED: To provide upward continuous casting equipment and an upward continuous casting method in each of which a starter ST can be reused.SOLUTION: The upward continuous casting equipment related to one embodiment of the present invention includes: a molten metal holding furnace 101 for holding molten metal M1; a leading out part for leading out the molten metal M1 from a molten metal surface of the molten metal M1 held by the molten metal holding furnace 101; a shape regulation member 102 installed in the vicinity of the molten metal surface and regulating a cross-sectional shape of a casting to be cast by impressing external force to held molten metal M2 led out by a starter ST; and a cooling gas nozzle 106 for cooling the held molten metal M2 having passed through the shape regulation member 102. The leading out part includes the starter ST immersed in the molten metal M1 and a protective coating film D1 for covering a surface of the starter ST.
