PROBLEM TO BE SOLVED: To calculate a control prest value for attaining a target quality with excellent accuracy, without predetermining the relationship between a deviation of the quality and a manufacturing condition before rolling.SOLUTION: A preset value calculation device comprises a preset calculation part 33 for calculating the control preset value for rolling on the basis of a preset calculation condition, a metallic structure prediction part 34 for predicting a construction material of a rolling material 150 rolled by a hot rolling device 100, a mechanical property prediction part 35 for predicting a mechanical property on the basis of the predicted construction material and a chemical component, an influence coefficient calculation part 38 for calculating an influence coefficient on the basis of the control preset value and the mechanical property and a preset calculation condition changing part 40 for enabling the preset calculation part 33 to calculate the control preset value by changing the preset calculation condition on the basis of the calculated deviation and the influence coefficient calculated by the influence coefficient calculation part 38, by calculating the deviation between the mechanical property required for the rolling material 150 and the mechanical property predicted by the mechanical property prediction part 35. |
