PROBLEM TO BE SOLVED: To provide a water retention member which can absorb water suitably by exerting fully the original characteristics inherent in a water absorptive polymer and can ensure a sufficient water-retention amount, and to provide a manufacturing method thereof, as well as to provide a bubbly water-retention treatment agent to make possible to manufacture such a water retention member and a water retention agent. SOLUTION: The water retention member 100 is provided with a continuous porous layered carrier 102, which has partly or wholly a continuous porous layer 101 with a skeleton 110 comprising a void part 103 in the form of an open pore interconnected three-dimensionally through a plurality of pores 104, and with a water absorptive polymer 120, which is disposed in the void part 103 and is capable of conducting repeatedly water absorption and drying; the water absorptive polymer 120 is disposed in the void part 103 in the state attaching onto the surface 110b of the skeleton 110, without having a part or the whole of itself taken in the skeleton 110 of the continuous porous layer 101 or without having itself bonded to the skeleton 110 by means of an adhesive bonding the skeletons 110 one another.
