PROBLEM TO BE SOLVED: To provide an apparatus and method for pretreating grass biomass, which can prevent the occurrence of a problem due to the inclusion of potassium in the grass biomass when the grass biomass is used as a fuel, a gasifiable raw material, and a carbide raw material. SOLUTION: A squeeze dehydrator 10 pretreats the grass biomass before the grass biomass is used as the fuel, the gasifiable raw material and the carbide raw material. The squeeze dehydrator 10 is configured such that a first squeeze dehydrating unit 11 for squeezing and dehydrating the grass biomass, a water-adding unit 12 for adding water to the grass biomass thus squeezed and dehydrated, and a second squeeze dehydrating unit 13 for squeezing and dehydrating the resultant grass biomass again are integrated to be one apparatus.
